Since January 2024, GAC now issues apostilles — a single certification that is recognized by all Hague Convention member countries. For UAE-bound documents, this simplifies the process because the embassy attestation step is no longer required. However, MOFA attestation in the UAE is still mandatory as the final step. This is an important distinction — the apostille replaces the embassy step but does not replace MOFA.

The Updated Attestation Process (Post-2024)

The current process for attesting Canadian documents for UAE use involves these steps.

1. 1Provincial authentication — Documents must first be authenticated by the relevant provincial authority. For example, Ontario documents go through ServiceOntario, Quebec documents through the Ministère de la Justice, and British Columbia through the BC Ministry of Attorney General.
2. 2GAC Apostille — Submit the provincially authenticated document to Global Affairs Canada for apostille certification. GAC issues a standard Hague Apostille certificate. Processing: 10-20 business days by mail, or faster at the GAC office in Ottawa.
